Hartley was a graduate of Ohio Wesleyan University. He was a manufacturing consultant and a business writer for the New York Times. He joined the New York Times in 1946, following a career as a lecturer on navigation and meteorology. He was an author of several technical books and magazine articles on manufacturing materials and methods. He worked for McGraw-Hill (publisher), was the editor of the magazine Automotive Industries, and vice president of the Chilton Company, a publishing house perhaps best known for automotive manuals.
