Note, however, that history797 has his birth Feb 10, 1860, Savona, Steuben county, New York; his death Feb 27, 1931 (no place). McGowan5616 has birth as 10 Feb 1860, Mt Washington, Steuben Co., NY, and death as 25 Feb 1931, Corning, NY. As Frank died at nephew Earle McGowan's home, that is corroborated.
